Spring Singapore has been tweaking the rules quite abit. You can still claim under PIC but I'm sure you're aware of the more stringent requirements under PIC.
If you find local web designer charges above your budget, try the Indian IT companies. Up to 50% cheaper, you buy the wordpress templates and they edit the site and upload content according to your specifications. I'm sure you can do it yourself though but it can be a headache if you want to change some of the fixed elements that came with the site design.
One word of caution, you will spend lots of time on emails back and forth before you're happy with the site. They are very prompt and efficient with their replies and work but may not always understand what you want EXACTLY

English is not a problem but trying to say you want your site to look a certain way via email is not the easiest thing in the world
