Yes that is absolutely correct.

Many people tend to ask for the estimated cost without specifying what they want.

There are 1001 scenarios which will affect the price so there is no point asking for estimated cost.

Apart from those factors listed above, there may also be minimum quantity to hit.

If the quantity is too small, it may not even be worth making at all coz each piece will become extremely expensive.

Therefore, it will be good to be conscise when asking for quotations.

The correct way to do is to start with designing, then talk about printing & quantity. Without these information, there is no way to quote.
