Try the following places:
Rochor Centre - got at least 2 stores selling Wholesale Centre opposite Raffles Hospital Concourse - many plastic/paper bags wholesalers but they are moving out (many to Middle Road , if I am not wrong) Golden Landmark -a few selling Shop house opposite Golden Landmark Prices around 50-70 cents if buying in bulk.
