Default Freight Forwarders

Hope you guys can help - sorry if these questions have been asked before - here goes:

I want to bring in goods from China to Singapore, as I understand it if I am receiving trade samples with value less than $400 i don't need to pay GST or make any customs declaration.

What I need to know id how you guys go about importing larger quantities of goods which will be subject to GST? Do companies like DHL and FedEx clear customs paperwork for you or do I need to engage a freight forwarding agent? If so can you recommend any good ones??
