Buyers can lodge complaint to Paypal. As long as you response to Paypal within the specified time frame with all the required information, buyers couldnt do anything much.

To do a charge-back buyer must lodge a complaint to their respective banks/financial institutions. There is no way to fight such issue unless you have strong evidences (eg. fax of front & back of your buyer credit card and signature).

Verified users tend to be much more reliable since they have their credit card/bank account attached and verified to their paypal account. So, the chances of you getting a charge-back from verified users will be much lesser.
