for credit card payment, you may look at paypal (dont keep too much balance in your account), 2checkout (it takes a long time for the $ to arrive until they have verified your account), rbs worldpay (the best fraud check, but expensive).

Since you are new to it, you should create a blogshop first then.
It should be legal to add links as long as the website that you added is legal.
You can get payment through bank transfer, paypal.. etc
You can just make payment through bank transfer if local.
If you are getting wholesales from overseas, you can make payment through paypal, credit card, western union.. etc

My suggestion.
1. Study the products you're planning to sell and the market demand
2. Don't waste time to set up website at the beginning, use ready to use website, i.e. online auction sites, classified ads, facebook, forum & etc.
3. Build up reputation and keep your customers database (i.e. it is easier to repeatedly sell to satisfied customers).
4. After you sold for a while and think you can survive (or at least can make some money), you may consider to set up your website. Blog is easier to set up but for a better result, you may consider to set up e-commerce website.
5. To buy from wholesales, depending on whether you buy it locally or from overseas. If it is locally, it can be cash, cheque, transfer. If it is from overseas, you may consider to use paypal for very small scale purchase. If you fly over there directly, then you may pay cash (foreign currency). Bigger scale may use Telegraphic transfer. Unlikely an online seller will buy in very big quantity and need any L/C facility.

You need to get web hosting and domain to start your e-commerce site to build up yoursite.

After your site is ready , you may install those billing system into your hosting,
apply payment gateway or use paypal .

Beside that you can add on TrustE and SSL to secure and increase trust of your customer and convince them to make purchase .
