Default Selling Blurays/DVDs from a Push Cart

I was surveying pushcarts around Singapore at several malls like Suntec City, Parkway Parade, Bugis etc. and I noticed that not a single one is selling Blurays, DVDs or Videogames?

I am aware that a distributor licence from MDA is required to sell movies in Singapore which implies a 30K deposit and a yearly fee of 1,000 – 1,200. Is there a restriction that keeps one from selling pre-recorded media from a pushcart?

Don't worry about that if the owner of the mall put to sell the DVD, CD in the mall then you can definitely buy that without any permission. If owner has put that products in the mall for the selling person so as per the law owner has the licence to sale it. So, no need to worry about it.

actually, from what i recall, there usually is a clause that says that the management holds no responsibility for what you are selling. From what i understand from your question, usually, no, there isn't such a restriction. They might turn you down because they already have a store selling the same thing.
I would say most would not do such a business on a pushcart as the overheads are high and most people lately would rather buy from those chain stores. No USP.
